THE ORGANISATION / CONTEXT & SCALE

About OpenCRVS.

OpenCRVS develops open-source software for civil registration: the public systems that record births, deaths and other vital events. It grew out of Plan International’s digital birth-registration work, with a prototype demonstrated in 2017 and its first public release in June 2022.

A specialist global team supports governments and implementation partners rather than serving a conventional consumer market. Its published history documents proofs of concept and pilots in Bangladesh, Zambia and Niue, followed by further country programmes. The scale is public-service infrastructure, with each country following its own path from testing to implementation.

What needed to change.

An open-source digital public good needs more than good software to endure. The challenge was to reduce long-term donor dependency and build repeatable routes to adoption, implementation and growth.
